Sumner Welles served as Under Secretary of State from 1937 until 1943, and acted as the main architect of FDR's international policies during that time (which led to a seriously contentious relationship with Secretary of State, Caleb Hull). He was the key thinker behind the United States' "Good Neighbor Policy" in Latin America, and was highly influential in both laying the foundation of the United Nations and building support for the creation of the state of Israel. shelved case 5
