The letter regards two enclosed letters that "are important about the telegraph and telephone matters." One is a 3 page TLS from Clarence Mackay, President of the Postal Telegraph-Cable Company, to Wilson. The other is a carbon copy of the response Wilson sent Mackay. Also included is a seemingly unrelated 4 page ALS addressed to Burleson regarding the telegraph, dated July 13 / 18.
